Jelen tanulmány a hazai intézmény- és médiatörténet fontos Kádár-kori kormányzati szereplőjének, a Minisztertanács Tájékoztatási Hivatalának (TH) a történetéből villant fel részleteket. Mivel levéltári forrásai gazdagok, a dolgozat kifejezetten arra az időszakra, alig több mint egy esztendőre koncentrál, amikor a Külügyminisztérium korábbi szóvivője, Gyáros László állt a hivatal élén (1958–1959). Ebből az egy-másfél évből is a TH-nak legfőképpen azt a tevékenységét vettük górcső alá, amelynek során a lapengedélyezési ügyeket vezette. Ezt pedig az indokolja, hogy a TH az MSZMP KB Agitációs és Propaganda Osztályával együttműködve, illetve instrukcióit végrehajtva alapjaiban határozta meg a tömegkommunikáció tematikáját azzal, hogy egyes sajtóorgánumokat engedélyezett, másokat nem, valamint az engedélyezettek között is súlypontozott a példányszámuk meghatározásával, mégpedig a politikai fontosságukat mérlegelve. Mindezt tette az 1956-ot követő súlyos újságpapírhiány közepette, ami egyúttal jó hivatkozási alapul szolgált bizonyos lapok betiltására, illetve kiadási engedélyének megvonására. A kutatás jórészt a TH Magyar Nemzeti Levéltár Országos Levéltárában található iratanyagán nyugszik, amelynek feldolgozása, illetve publikálása a jelenkortörténet egyik fontos szeletével ismerteti meg a történészszakmát.

Abstract:
This study flashed out the history of an important Kádár-era governmental actor in the history of Hungarian institutions and media, the Information Office (IO) of the Council of Ministers. As its archival sources are rich, the dissertation focuses specifically on the period of just over a year when László Gyáros, a former spokesman for the Ministry of Foreign Affairs, was in charge (1958–1959). From this year and a half, we also focused on IO’s activities, during which it led the newspaper licensing affairs. This is justified by the fact that the IO, in cooperation with the Agitation and Propaganda Department of the Central Committee of the Hungarian Socialist People’s Party and implementing its instructions, fundamentally defined the topic of mass communication by allowing some and not allowing others. It also weighted among the licensees, by determining their number of copies, considering their political importance. The IO did all this amid a severe shortage of newsprint after 1956, which was also a good reference for banning certain papers and revoking their publishing license. The research is largely based on the documents in the National Archives of the IO Hungarian National Archives, the processing and publication of which introduces the profession of historian to one of the important slices of contemporary history.
